It's entirely possible they win 20-22 games and finish 7th in the lottery.

This is also why team records are quite meaningless in the regular season. One third of the league is trying to lose.

IMO, they should have odds other way around. Meaning the teams that just miss the playoffs have higher odds to winning the lotto than then bottom 2 or 3 teams. So I would go with odds like this:

9th seeded team in each conference has the highest odds of winning the lotto, then 10th seed and then 11th and so on.

This way, you are either trying to make the playoffs but if you do miss it then you have some nice incentive that you may get a top 3 pick and be pretty good next year.

I just posted an idea re tanking on a separate thread that I actually think would work.

Any team that doesn't win at least 3 games over any rolling 20 game stretch gets locked out of the ping-pong ball selections - with their best pick being #4. That means that even if you want to tank, the most you could reasonably not try to win in would be stretches of 5-7 games.

This is because of the rolling aspect. Let's say you win 3 in a row. You can't just take the next 17 games off - because it's a rolling 20 games - if after those 17 losses you couldn't win the next 3 in a row - you'd be locked out of the top 3 picks.
