I would rate Rosas as a mid tier GM due to the extreme hit an miss record he compiled. In terms of the draft, he hit on Ant, McDaniels, and Reid and missed on Culver, Balmaro, and the 2021 draft (lost a mid lottery pick and an early 2nd to acquire DLO).
I think that’s fair. He deserves credit for picking Ant over LaMelo and Wiseman, but loses some of those points because he was trying to trade the top pick right up until the draft, so he didn’t see Ant as a clear superstar.
It should also be noted that we tend to rate GM’s by their draft picks and trades, but there is so much more to the job. For example, rumors were rampant that Rosas was hated by most of the front office staff, overbearing and self-important, and would go into rages with fellow employees. That’s not the way to set a culture for the organization.
