I think that is fair to say. But you are overlooking the career killing implications of passing on him is he does stay healthy. Lets say you are the GM picking first, and you pass on Victor W out of health concerns, and he goes on to stay healthy and play at a high level for his first 3-4 years. You aren't going to keep your job. He could go full Greg Oden in year 6, sort of justify your thinking, but you're already running a Gleague team because you're the guy that passed on a 25 point, 3 blocks, 10 rebound, 4 assist, 40% 3pt a night guy.
I think that's the fear. Contrast that with taking him, getting a great season or two, his foot goes Yao Ming on you, and you're like "well no one could have predicted that" and I'm not sure you lose your job.
