They could've had some more success in UCL - which would bring more international tv money and revenue from games, yes - but can you plan for it? No. Never know. Haaland might be injured in crucial parts of the season or be out of shape or whatever.
As a comparison: I don't know the exact numbers for the EPL currently. But a newly promoted club like Nottingham Forest instantly has more domestic tv money available than the highest paid Bundesliga club, Bayern. City as the leagues leader probably has twice as much as Bayern.
Haaland alone is said to make 45 mil. pound = 50 mil. USD per year at City. (At least that's what dailymail is reporting)
Dortmund's highest paid player is said to earn 18 mil. € =17.5 mil. USD per year.
I hope this outlines why Dortmund is not able to keep a player like Haaland past his first contract.
