I say we either remove the concept of losing so that there are no losing teams looking for a way to improve their talent level.
Or make the poor even poorer e.g. by stripping the worst teams of their best assets and redistributing them to the best teams that evidently do try to win.
Best suggestion I’ve heard to remedy that was from Clinton Yates, to have a tournament for the top pick, say the worst four teams.
I don't really see the point tbh. I don't think the players will be incentivized to play harder to bring in a rookie who might just take their spot. Besides, the supposed issue with tanking is that it's a year-long thing, and a tournament between the worst teams at the end of the season doesn't remedy that, beyond the fact that it'll be completely unwatchable.
The best "solution" to this absolute non-issue is to flatten the odds even more.
The NBA is a zero-sum game which means there will be bad teams. At some point, we just need to accept that and get over the pointless white horse debate on tanking. That's just my opinion.
