what stopped them was they thought they though they had more leverage than they did and utah would eventually acquiesce. they were wrong about that.
But if Leon just wanted to "save his job" and get the immediate win, wouldn't that supersede negotiating tactics?
no matter how much you want something, if you're pretty sure you can get it for a discount then you're going to try to get the discount.
maybe they had a set price they were willing to pay and they never would have gone higher than that, we'll never know because cleveland swooped in and got him while we were still negotiating.
