The squad that went to the East Finals last season is missing NBA starting level PG play and they've got $30M per year tied up in a washed up Kyle Lowry and nearly $20M per year tied up in Duncan Robinson.

I believe with another Blazers win, there's a potential for a 4-way tie for 5th. There e is no regular season tie breakers for lottery spots with teams the same record. Lottery has it's own tie breaking mechanisms.
