He didn't do a great job drafting, but he understood that the draft is always a gamble, and that top talent rarely comes from outside the top 10. So as many lottery picks as possible. The championship team almost always has a top-ten player in the league on the roster, so you need one to compete. The 2004 Pistons are a notable (and possibly the only) exception.
We got Embiid, and that makes the Process a success. Whether we eventually get a championship or not - that's a different question. For as much luck as the Sixers had in winning the lottery, they sure had bad luck with the actual picks (Fultz and Simmons outcomes).
That's not really bad luck, one needs to scout these players throughly. Simmons had very real concerns about his character pre draft, I remember this like it was yesterday, and Fultz wasn't even consensus best player in the draft, there were like 3-4 players that were in the mix, Tatum being one of them of course. I remember his pre draft workout with Sixers or something and how bad his shot looked.
Does this look like a great shooter to you guys? and this was pre draft, no yips or anything, he doesn't look natural at all.
