Could be simple as WAS FO is just waiting on Beat's decision and Beal contemplating now if joining Book and KD in PHX is much better than joining Bam and Jimmy here. The NTC just has too much power and Beal's taking advantage of it.

Beal to the Suns in a straight salary dump makes zero sense to me.
