I'd say that's a pretty appropriate description of Keegan. He's already 23 years old and averaged a pretty pedestrian 12/5 on great efficiency as a 4th/5th option on a playoff team. I think it's important to look at ceiling here. What are his strengths and weaknesses and how likely is it that he can improve on some of those weaknesses to become a very good player in this league? I'd say it's pretty unlikely.
He's a good player though and is a great fit on the Kings. He should continue to improve as well. But his upside is limited given his profile.
