Yes and no, with Miami in the tax it's important to not go over the max 15 players and depending on what players Miami has to take back in the Lillard trade (possibly coming from somewhere other than Portland) they may not know what they need and have to get the right types of players in that 15 man max roster (let's all be honest, Miami will try to only keep 14 active players to save on the tax).
So could they sign them to minimums, sure, but they may have to cut some of them depending on how many players are coming back in a trade or cut them so they can sign the right type of player they need for the roster... and that's just not going to happen when they're already in or would go into the tax.
Also, some of those players taking the minimum are wanting to showcase what they can do on a good team to have a shot at geting a good contract a year or so down the road. It's worked for a bunch of players who resigned in Miami and players who left Miami.
