Yes, because buy out guys are pro-rated.
With 37% of the season left, a buy out guy’s cap hold would only be 37% of the minimum.

If a player is waived - yes. If a player is traded - no.
The final payroll is based on the players on your team at the end of the year, plus any dead salary created.
EDIT: I should add if you traded WMJ for a player, 100% of that new player’s salary would count towards payroll, even though another team already paid 2/3rds of the actual dollars. This distinction is why the trade deadline matters so much, and why you see players like Springer and Corey Joseph traded for nothing, to rid teams of unwanted payroll.
