Shouldn’t be an issue, the prohibition is on salary aggregation. If not, structuring as two deals where you send draft rights for #20 for the rights to random 38 year old Russian prospect drafted in 2006 shouldn’t be an issue.

A team cannot negotiate with another team's free agents before July 1. So an agreement to sign-and-trade Okoro cannot be valid until that date and cannot be completed until after free agent signings are officially legal.
The best you could do is work out a contingency where you agree to a trade in principle using, say, Strus + LeVert's salary, but you wait on finishing the trade to see if Okoro would rather take Strus's place.
Of course, that puts Summer League games in a strange place where #20 doesn't get to play in those.
Better to stick to LeVert and Niang in these kinds of salary match deals.
