He already is a solid player. The guy started a dozen playoff games in the last couple seasons. He just doesn't play much here because it's really freaking hard to crack the rotation of a 64 win team especially when coming over mid season.
If he ever gets to 40% on threes, even on low volume and even if he only takes them from the corner then he is an above average starter.

Not really. Tillman is bigger, a significantly better defender, a better passer and by all accounts a better locker room presence.
Grant Williams is the only rotation guy that Stevens hasn't extended as soon as he was allowed by the CBA (technically White is the other exception but that is quite clearly getting done this summer so they can tack on an extra year at the end of the extension). Stevens let Grant walk instead of matching the Mavs offer while he used assets to bring Tillman to Boston. See the difference ?
