Yes, Tillman will play regularly, but early on he'll also be filling in a lot of Porzingis' minutes. There is clear opportunity for Walker. He just has to play defense. Springer might also compete for time, as well as Queta if they decide to go double big.

FWIW, that ranking seems way off, imo.
I might be missing someone, but this is roughly how I would rank the best available free agents..

After this group, there's basically no other good free agents..so I'm not sure where Hoopshype is getting this 22nd ranking when I can only come up with 12 somewhat decent players..
even at 10 players it was a risky move for Brissett. He could have taken the money and quietly went to management later if things weren't working out and asked for a trade.
