Are you serious? There is a difference between resting veteran players because your season is over and you want to give the young players on your team a shot and deliberately trying to lose a game.
When you have a coach actively pulling players from the game because they're playing too well, and your owner is on the side line celebrating a loss - think we can safely talk about "throwing a game"
Hell, the NBA even included in its statement following the fine that the reasoning was that the mavericks wer actively trying to lose the game.
I don't see how one can claim that what Rozier is doing is ruining the integrity of the game and then just shrug off the Mavericks deliberately trying to lose a game.

I'm not differentiating the two in terms of integrity of the game, i'm talking about potential consequences. One will get you fined by the league, the other will potentially get you federal charges & a prison sentence.
