Whoever it might be need to have a vision of building a team holistically, not just via throwing money at FA, not just by making trades for disgruntled and/or older stars but also through the draft and through shrewd trades to acquire draft capital.
But I think the most important quality in my view would be their ability manage Ishbia. Ishbia will always have the last say as he's the owner but this GM needs to be able to manage him so that Ishbia isn't being GM but just approving the GM's decisions. Ishbia needs to believe it is what he would've done even if there's no GM
Does Sam Presti have a protege?
But you are right - ishbia would have to be managed
GM's are tough. Most GM candidates you've likely never heard of because they are like VP's or assistant GM's that won't have the same level of media attention as GM's. So they could come from anywhere and you just don't know how good they are as GM's because they aren't GM level. And of course, most if not all higher profile good GM's are already with a team.
Maybe someone who could be pried away and has good credentials like Ujiri may be an option
