Over the cap's projections. They are spot on with a few exceptions at the margins. Xavier McKinney netted the last 3rd instead of the first 4th. Bobby Wagner netted a late 5th instead of a high 6th. The only major discrepancy? The Niners' two fourths and a seventh turned into a fourth and two sevenths. Very similar phenomenon last year with Garoppolo, whose contract was clearly commensurate with a third-round pick.
This wouldn’t be the first time the league slapped the Niners down as an example to the league for pushing the envelope; it was the Niners safeties they used as the demonstrations of the kinds of hits they wanted to see cleaned up by the new safety rules in the videos the league distributed, and the next season they were absolute flag magnets.
League also decided to kneecap the 49ers, by giving them the worst rest disparity in the league by a considerably wide margin. Oh and they did this each of the last 2 seasons.
I'm not the type to shout conspiracy theories, but the NFL sure isn't doing much in favor of San Francisco.
