Definitely. Most of us have worked for people like that. The key to getting them to change/do the right thing is to make them think it was their idea. If an assistant(s) went to Doc and said "I think we should make xxxx change", he's probably not going to do it, no matter how much logic there may be to make the change. But convincing/manipulating someone to think that something is their idea even when it isn't is a skill not many have.
