Why don't they? This gives them two players who fit extremely well with Mitchell in the back-court, are cost-controlled and a 1st. It gets Cleveland breathing room to make a consolidation trade mid-season or next off-season.

That's true, though I wouldn't consider them "much better". To each their own on evaluations.
I expect Cleveland to run it back. They have an owner who has shown a willingness to pay the Tax throughout his tenure and Cleveland was the best team in the East when healthy.
This trade isn't about what my most likely outcome for a Cleveland off-season is. Instead, it is "If Cleveland moves Garland, what's a direction that makes sense?" And to me, splitting Garland into multiple pieces is far more achievable and likely than upgrading Garland.
