If they waive him I wonder where he goes? I don't think a team over the first apron would be able to sign him even on a minimum, so it would have to be teams below the 1st apron.

He would have to agree to a buyout...and then have to agree to the trade....

No I don't think he would have to agree to a trade. I don't think teams over either the 1st or 2nd apron can sign players who made more than the MLE the season prior.
