Phoenix is in the 2nd apron, so they can't aggregate outbound salary in any trade and they can also not take back even one dollar more of salary than they trade out. Beal's number, according to Fanspo, is $53.6M. Williams + Huerter + Collins gets you to $54M, so you're over by $400K. Collins (or Huerter) + Williams + Ball + Terry works, though (and saves the Suns a couple million bucks).
Separately, you would do Vooch for Kuminga. GS could throw in a small salary if you have to juice Kuminga's salary a bit higher in a S&T.
Beal would have to waive his NTC.
Then the teams would have to exchange draft capital in a way it makes sense for them to want to do this stuff. I'm not that keen on Kuminga, but if the Bulls are, there might not need to be any draft assets exchanged, to the extent GS is interested a year of Vooch followed by some cap flexibility. Phoenix could send Chicago some of the draft capital it got in its 1-for-3 first round pick trade made last season.
I'd have to stare at this a while to see if there's something there. The Bulls would be consigning themselves to being very mid, but they love that sort of thing, so I could see AK talking himself into it.
