I have generally moved away from ranking players who are strictly Centers and not elite talents too highly. They just seem to not have a ton of market value in the NBA even when they are solid players on the court. You can get players of Looney's caliber pretty easily for very little resources and even when they project to be better, how high can you justify drafting them?
Right about #3 I'd say

Well played. I'm certainly more reserved (I'd take him somewhere in the teens provided that his medicals check out) but I'm currently trying to rank players 3-15 and what a crapshoot that feels like. So I'm not going to argue too much with someone ranking a player 3rd that I have outside the lottery this year.

More seriously, I can see him bordering on that 'elite' level - as a consistent Allstar level, sneak a 3rd team or two type of guy. Maybe doesn't actually make the teams cause he's defense focused - but that level of impact. That's obviously the upside play, but I'd give him a pretty good (healthy) floor as well.
I don't have the same concern about him defending in space and I think that does a lot for me feeling good about him. He's not Draymond, but I think he'll be a roughly average mobility starting NBA center.
