Three out those four teams are poorly run NBA organizations that always have a bunch of rotation/roster/two way spots available which is unsurprisingly more enticing for players than signing an Exhibit 10 deal with Boston. When the Celtics can provide similar or better contracts than those teams then they get the players (see: Sam Hauser, Drew Peterson). It's really not that complicated.
