You’re getting the QO cap hold restriction and regular cap hold confused. The QO cap hold counts against our cap since the offer is outstanding and remains unsigned.
As I said, cap holds count against the cap but not against Apron restrictions. We're already way over the cap. The MLE is not related to the cap but it is to Apron restrictions.
