I think Brad will squeeze everything he can out of this situation, including legitimately trying for another championship run.
Staying above the 2nd apron is situational. It was the right decision for the Celtics to be in the 2nd apron this past season. If KP and JT were healthy, I believe the Celtics win in all. Many disregard the effect of a healthy KP in the Knicks series, because of how the Celtics lost those first two games. But since they did get injured it opens up a whole new set of circumstances.
Yes, the owners wanted this horrible system. It's too punitive, has no answers for injuries and home grown players, and was constructed with the goal of keeping payrolls down with no care for anything else.
