Raptors fan chiming in, in 2019 Norm was exclusively used as a Danny Green's back up. He was a main part of the rotation, and excelled in his role playing every game.
When Kawhi left he was thrusted into a bigger role, and in his final 2 season he had a TS of 62.4%, and 64.5% with the Raps. He functioned mostly as an off ball scorer, playing within the flow of the offense.
Most Raptors fans agree trading Norm was a big time fumble by our franchise. He average 2.6 ast per 36 and played 16 MPG in a rotation with no Anunoby. He was not used or prioritized and he shouldn't have been.
To have a ball hogging chucker like this as a starter is a disaster. You would need a 17 Warriors level roster to get away with it.

Herro is definitely better and more well rounded. But offensively besides playmaking they are pretty similar. Herro is a more big game player, much better playmaker.
