Part #1 - Bieber has the option to opt out and become a FA, or exercise the $16M player option.
Part #2 - If he exercises his $16M player option, the Jays then have the choice of buying him out for $4m.
Correct?

My understanding is if Bieber declines his option, he gets 4M. He effectively signed a 1/14M deal with the option tacked on. Another reason he’s virtually assured to decline that option if he’s healthy at year’s end.

It's crazy how this guy even has a job. We added two high leverage relievers and a starting pitcher with a ton of pedigree, and this guy isn't sure if the team is better today instead of yesterday

Well technically Seranthony was aquired the day before....and Beiber doesn't help the team today

Jays will still extend a 21 million Qualifying Offer to him, after he declines his option. Bieber will most likely decline that also based on how he performs the rest of the year, and if he leaves- a compensatory draft pick is what this organization will get.

But he was just fired up because he wanted one of the top relievers to push everyone down, including Hoffman. He wanted an "automatic" closer who is predictable day in day out and stated Hoffman just isn't that. And that for sure was just clouding his reaction at that time.
We for sure got better for the playoff run, we just could have done more. He said something like "I was hoping they would add to step on the throats of the opponent and they didn't do that".

We do not get a compensatory pick as he was acquired in-season. (We'd get a comp pick if we qualify Bo Bichette and he declines it and leaves as an FA). And I assume if Beiber declines his option, he is a free agent and the team owes him nothing. If he picks up his option, the team can buy him out of it for $4 million

If Bieber pays off for Toronto, they can hope he accepts his player option with their team. If he doesn’t, he will get $4M, and a chance to hit free agency once again.

He and his agent effectively made sure he had 14M guaranteed before signing the deal they did.
In a player option, the player can either exercise the option and stay for the next year at a guaranteed salary, or decline it and become a free agent, forfeiting that guaranteed salary. No buyout or bonus comes with the player declining the option.

Not saying that you're wrong but I don't think the CBA allows this. I don't ever recall a player having an opt out entitling them to money out the door.In a player option, the player can either exercise the option and stay for the next year at a guaranteed salary, or decline it and become a free agent, forfeiting that guaranteed salary. No buyout or bonus comes with the player declining the option.
New York Post
Traditionally, buyout clauses exist only when the team declines a club option or a mutual option, compensating the player in the event the team opts not to pick up the year.
edit: Quite frankly, Varland is getting paid as long as he doesn't get hurt again. He is opting out and the loss of that 4m bonus will equate to peanuts compared to what he will end up getting paid either here or elsewhere.
