I think Horford is waiting for the Kuminga situation to end. With what Boston has had to do so far, I’m not sure they’re trying to add anyone. Really seems like they’re trying to avoid the second apron at least. Wouldn’t be surprised to see them try to duck the first one if they’ve not super competitive mid season/trade deadline time
I don't see the Celtics going into the season with Queeta as their only center, particularly if Boucher could be had on a minimum contract.
I'd like to have Lyles or Boucher as well, but I think it's unlikely. If they are signing for the minimum no matter what but can choose between a team with more minutes available versus a team with less (the Pistons will be less), they're very likely to choose the former rather than the latter.

Obviously they’re going to pick the best situation for them. In the examples of Lyles and Boucher that doesn’t necessarily mean the most playing time. With them being 29 and 32, it’s not like they’d be trying to play for a decent payday the following offseason.
You could just as easily speculate that with Boston cutting costs down and without a star player for the season, they might want to do a one year flier on a guy like Precious Achiuwa to see if they can get something out of him.
We’re a month into free agency, I’d still look at Lyles or Boucher and see if it’s worth it
