This is RJ vs. Scottie driving. RJ drives more per game (12.6 vs 10.2) which is the first obstacle. While this is something Scottie can do, he has not exhibited that will to drive like RJ does. As you note his driving game is based on "drops his shoulder" physicality rather than speed or skill which takes its toll and I suspect he will never be a volume driver.
RJ scores better on drives (47.2 FG% vs 46.3 FG%). I should note that RJ's efficiency isn't that good because he gets to the rim more and Scottie settles for midrange more but, mediocre rim attempts are still better than even decent midrange shots.
RJ averages slightly more points per drive (0.61 vs 0.58) and gets to the line more (2.6 FTA vs 1.7 FTA), because of the rim attempts. And if he could sort out his free throw shooting his points per drive would improve.
RJ averages slightly more assists per pass (0.3 vs 0.29). And RJ helps Scottie's drives more than Scottie helps RJ because he's better off-ball so even if the difference is insignificant, RJ has the worse outlets.
Scottie averages less turnovers per drive (0.05 vs 0.06).
So overall I'd say RJ is ever so slightly the better driver and if you want to initiate offence with a drive you'd be better off with RJ. And since this is a BI thread...BI as a Pelican shot a whopping 54.5% on drives, 7-8% more than RJ/Scottie, so his driving game will be even more effective. Better scorer = more help = easier passes. So Scottie can initiate in transition, find cutters etc. but I don't see how Scottie would be better at initiating the offense in general as if that ability is independent of one's own ability to score.
