The Suns literally announced right after acquiring him that they'd be doing this to start the season, apparently their medical team has a plan for him, so it comes as no surprise.
Williams was basically brought on board as a low cost high potential guy: the trade was Williams + Suns 2029 second rounder returned for 2025 29th pick + 2029 pick (worst after three swaps).
