Replace "goal" with "expectation", and I agree.
It's always the goal to win a Championship, but not always expected. Every team would like to win a Championship this season, but not everyone expects it.

Well, yes and no. It's not like we signed him and were like "Okay, now go win a Championship".
As magicmamma said below, it's a process, and signing Rashard was a step in the process.
Because we wanted to win THIS season and couldn't wait for a legit superstar to come around.
We couldn't wait because we couldn't just hold onto cap space. We can't just be like "Hey, Stern, see this column... We're gonna' hang on to this -- this is cap space for when a really good free agents turns up."
We had the space, temporarily, and used it to sign a very good player who is helping our team very much in the
process of becoming a Championship team.
