Billups, Rondo, Dooling, Williams, and Harris.
CP3 is small, easy to take to the basket, and averages a lot in steals, meaning that he also compromises team defense many many times. You can have the ones above guard perennial All-Star SGs, and sometimes even SF, and not be worried and comprised defense unlike Paul.
The very very best? Hard to say, very very hard to say. Rondo has great influence because of the amazing paint defense of their big men. Billups is great overall, and he is great at staying in front of his man. Dooling and Harris are just very athletic, and they are just pesky. Williams is an amazing one-on-one defense, and PG's have a hard time unless they get a great screen by big, because Williams is hard to penetrate, and his blocking numbers are excellent for a Point guard.
Second tier? Parker (IMO, the clear best of this one), Davis, Fisher, Kidd, and Paul
