The relocation penalty makes sense, since this is a ranking based on the various franchises' all time history. I do think there should be more of a sliding scale however. A franchise that relocated to much greater success (ie the Jazz or the Lakers) should be penalized much less than one that is very recent or has been a bad move (ie Detroit or Memphis)
