No, OKC does not have the cap room to offer 16m starting. They are right at 13, meaning that the best they could offer would be a deal averaging around 14.5m per year.
This is a pretty bad deal, but not for the reasons that everyone is saying here. I believe Millsap is capable of earning a contract like that one. I really do. But the question is whether or not you are just bidding against yourself. You have to play the market. This is the mistake that Orlando made when they signed Shard. Also Washington with Arenas. If no other team will give him more than 10m per and you are offering 13, you just wasted a substantial amount of money for nothing.
All that said, I don't think Millsap is a good fit on that team, and I do not think the Jazz will match this deal. But don't rush to judgment, either. The early part of the FA period is similar to the week before the draft, with all sorts of misinformation floating about. Given the outrageous nature of this bit of info, I am taking it with a strong dose of skepticism. Not saying it won't happen, but I'll need a little more to convince me than this.
