You are right that his lack of defense could be hidden on a better team, but Kobe would not allow him to hold the ball like he does. I don't care if he was getting the minimum, there are very few GMs dumb enough to want this guy. You have also grossly underestimated Derek Fisher's heart and ability to make clutch shots...two things that Jose does not have.
Runinng an offense is Jose speciality. Here are some ORTG numbers for PG's across the league:
Jose - 119
Rondo - 106
Chris Paul - 122
Steve Nash - 121

Westbrook - 105

15 back ups really? There are starters in the league who can't run an offense like Jose can.
