Nick is a SG who can very easily be replaced. Javale is a seven footer who plays alongside Andray Blatche. Other GMs will correctly conclude which player is worth more, unlike the Wizards.
I bet they could have signed him for four years at around $38M. Even if they had to go to $42M or $44M, it would have been reasonable. iThe bigger picture is that at $9-11M per season, Javale would still be tradable. The Wizards are paying Rashard $22M this season alone, but they didn't want to approach $10M for McGee.
Look around the league at what other players make.

Bynum makes almost 15M per year. Bogut will average 13Mil the next 3 years. Rudy Gay and Zach Randolph will average over 16M the next 3 years. Marc Gasol just signed for 4 years, 57M. Tyson Chandler got 4 years, 55M and he plays with Amare and Melo, who will each make 83M over the next 4 years. David Lee is owed 68M over the next 5 years (more than Kevin Love's deal, BTW). Biedrins gets $9M per.
The Wizards did not want offer McGee near what DeAndre Jordan received (4 years, $43M.)
