You have to look at the player's history. Raja Bell, aside from that incident, doesn't have a lot of incidents involving throwing elbows or deliberately hurting others. It doesn't happen that the Malice was 8 years ago, Artest was suspended an entire season for that, not to mention numerous other incidents.
If this were, say, George Hill, I don't think many people would call it out to be a 10+ game suspension. But Artest has a history of this

No, I'm not a doctor. But I trust the Laker training staff to be professional and give an honest assessment of whether a player can play or not. They said he could, ergo my opinion that OKC just wanted to play it safe. And Ron won a citizenship award a few years ago, he's obviously changed since then.
