This means the Nets can clearly still trade for Howard now.

Ok, but why would there be a hard cap if they signed him to full mid level...and not a hard cap by him signing mini? That is what i don't get.

You only get a full MLE if you're more or less not going to be above the luxury tax including all your players, whether signings, trades, draft or players already on the team.
So if you're under the tax and opt to sign someone to full MLE, you are then vowing you will not go into the tax by more then $4 million, essentially instituting a hard tax, called an apron.
The exact number $74.3 million may actually be incorrect specifically though, the cap and tax will not be officially set until July tenth.
All that matters is you can't go more than $4 million over whatever the tax is set at.
