Yes, it has because Webster's production has gone up since then. A month ago, he had a PER in the mid 12's range but with excellent shooting efficiency. But in this past month, he has really jacked up his scoring average which has boosted his PER to 14.2.
A PER of 15 is theoretically an average player deserving of an average salary (the MLE). Webster is posting a PER slightly below 15, but with insane efficiency. That's certainly worth average money, and perhaps more.
Of course, I'm saying this right after the best game of his career. Hopefully, he'll have a much more mundane finish to the season and post his customary scoring averages of around 12 points per game. That guy looks more like a $4M per year player.
That would be a good number. 3 yrs 4M/each. That should work well for the Wizards and give him some pocket coin. Maybe something like 4.2M or 4.3M. That would put him right around Beal for next year and behind Nene, Okafor, Trevor A and Wall.

Question then starts to become, what is Trevor A worth on the open market ? Who do they draft ? Does Trevor A stay or go ? Those kind of things.
Short of blowing the Ves/Singleton/Mack draft and not getting Nikola ( a huge blunder ) this rebuild actually seems to be coming together decently if they can resign Martel.
They have a pass first PG finally that is also a top athlete
They have a pure shooting SG with a strong body and great all around game. Rebounds, passes, etc.
They have two SF. One long and a great defender who can hit some 3s and another that is a 3pt sharp shooter
They have a PF that while a little banged up and 30, he is a least a legit PF post player.
They have a defensive rebounding center. Again, a little long in the tooth but very very solid.
The replacement bar has now been raised. Yeah they need younger replacements for some player but you are talking about better then Nene or better the Okafor or Trevor A now. Not just a warm body. You are also talking about player that fit personality wise. All three of those players are solid locker room players.
The standard of replacement is now a lot higher.
A young defensive athletic tall big like Noel does seem like a pretty nice replacement for Okafor longer term. Then you would have time to find a Nene replacement and an eventual starting quality SF to replace Trevor A while Webby moves to back up SF
If they can't get Noel, I could actually see them considering Len or even a Plumlee. Or the can get a Withey and Burke. And there is always Pierre as a camp invite if he isn't drafted or as a 2nd round pick.
