I thought we'd have a bit of an inverted power ranking. Where the crappier your team is the better you rank.
I'll throw my .02 in, but, I'm not as familiar with EC teams so might be a bit off.

Those 4 teams look like bottom dwellers to me. Jazz probably bringing up the 4th spot, with teh other 3 duking it out for #1.

These teams look like the next rung to me. I know a lot of folks wont like seeing teams like the Celtics and Lakers here with the Kings. And I know the Bucks are going to try and make the playoffs. Still, looking at those rosters and taking my best guess, this is the next group.

The problem with this rung is it ignores any conference complications. Just ranking them as I see them on talent. My appologies to the nuggets. It's hard to win 57 games one year then be slotted to be a lotto team by some idiot's power ranking, yet that's how I see it. I'll also apologize to the Raptors. They'll probably make the playoffs and not get any lotto balls. But, that doesn't mean I don't see them as the 11th worst team in the league anyway. Prove me wrong.
So, now that you've scoffed at my list, let's see who you got winning the tank.

This topic has been brought up before, but it will be a consistent theme all season:
There is a difference between the worst teams, and the teams openly "tanking" the season. Some of the teams will be worst than the teams trying to be bad.
Openly Tanking teams (in order of obvious intent):
1. 76ers
2. Suns
3. Celtics
4. Magic
5. Jazz
6. Raptors
Non tanking terrible teams:
1. Kings
2. Bobcats
3. Bucks

I resented the implications that the Jazz were deliberately tanking. I figured they were running with teh kids and whatever veterans they picked up as salary dumps.

Philly, Phoenix, Utah, Orlando, Charlotte, and Sac would look to be the bottom 6 to me. Sac could break away from the pack and Charlotte as well leaving a top 4 of:

Philly
Phoenix
Orlando

Atlanta Hawks - perhaps not among the worst tankers but certainly within reach, maybe 'the also tank'......or am i missing a couple of game changing veterans on their roster that others are seeing.

Right now I have the 76ers as the #1 tanking team, but the Celtics are right on their heels. The minute they give away Rondo, they take over the top spot.
Tanking is nothing new to the Celtics. It's in their DNA of the last two decades. They 'tanked' in '96 to try to get Duncan. They "tanked" in '06 to try to get Durant or Oden. In '06, it was obvious that they were losing games on purpose, down the stretch, to solidify their chances. If there is going to be a "tanking" contest this year, Danny Ainge and the Celtics will be hard to beat.

Obviously the offseason isn't over yet but I don't think the Celtics can be "tanking" with the talent they still have.
Rondo-Bradley-Green-Sullinger-Humphries isn't a bad lineup, especially with G Wallace, C Lee, M Brooks, and K Olynyk, off the bench. Assuming everyone is healthy I see no reason that they can't contend for that 8 spot in the playoffs with Cleveland. The East is pretty weak, with Rondo and Green the Celtics have a shot.
Now I completely agree that if Rondo sits out for a while "rehabbing" and Sully "injures" his back again and misses a lot of time then yes, we're tanking but until then I refuse to believe that we can't contend for a playoff spot. Even in '06 when we tanked it was because Pierce got hurt and beyond him we were just a bad team. Near the end yes we didn't care anymore but the season didn't start off as a tank, it ended up that way because our superstar went down. No different than if Kobe had gone down that year the Lakers would've tanked.
