I wouldn't call the Lakers a trash-heap franchise since 2011. Going way too far, but their decisions lately have been really questionable. Coach signings, bad extensions, and overall the culture in the locker room doesn't seem that great since the Howard move.
I don't know why you felt like including the Celtics there. The Celtics were recently in the conference finals and were one quarter away from the finals. All anyone could talk about is whether the Heat should be broken up or not because the C's almost knocked them out in 2012. Brad Stevens seems to be a great move so far (also probably a better coach for younger players than most others in the NBA currently), and they actually let go of their aging stars for great assets rather than holding onto them. Both franchises are in a different mode. Who knows who will turn out better in a few years, but I'd say the Celtics are in better position currently, management all the way down to the locker room, for player development.
