"set the franchise back" is a bit extreme but I agree that they are two of the most overrated prospects in this draft. Randle would represent fair value at #10, nothing more. I considered him a stud prospect before the season began, but I don't see him bringing much value to an NBA team once his physicality is neutralized. His defense is poor and he lacks offensive versatility. What does he project to do well besides rebounding? How is he significantly better than Thomas Robinson, JJ Hickson, Tyler Hansbrough, Leon Powe, and so on? If his best case comp is David Lee, that would be an awful 10th pick.
