Liverpool was not qualifying for the UCL for long. Now you sold Suárez, would you say Liverpool is likely to qualify again to the UCL? It's clear that Arsenal should improve the spendings (which are historically modests), not to match Liverpool, but to improve their chances at winning the EPL and putting legit UCL squads.
Would you say Liverpool's squad is better than Arsenal's?
LFC's squad is definitely better balanced than Arsenal's ... We are yet to see how will Rodgers spend his enormous transfer funds this summer, but the early signs are good ... So far, he is shopping in 2 markets: The market of the Premier League proven players, and the market of the best continental prospects ... If he manages to close the deals for Moreno, Bony and Lovren, in addition to Markovic, Lallana, Can and Lambert, we will definitely enter the new season with a better and squad than Arsenal, especially since we are also getting Reina, Borini, Coates, Suso, Ilori, Wisdom and Ibe back from loan ...

There's nothing proven about that. Moreno is not proven, Markovic is far from proven, Can is not proven, Lambert and Lallana would have trouble to even make the roster of a legit UCL team, same for Bony.
You are overrating mediocre players like Bony (is he even better than Remy?), Lallana, Lambert, and heavily underrating players like Podolski, Walcott, Cazorla, Ozil and Sanchez. Any of the players you listed have ways and ways to go to prove themselves to be better than Cazorla.
Heck, Walcott and Podolski can score 10 goals a season being rotation players and having their minutes limited, for god sake, how far is a guy like Markovic or Lallana is from that?
And, if Arsenal close the deal on Debuchy, it makes official that the only L'Pool guys that would potentially start for Arsenal would be Lucas (and Can, if as good as advertised), since Arsenal desperately needs someone with his skillset, and Daniel Sturridge.
Reina, Borini, Coates, Suso, Ilori, Wisdom and Ibe back from loan ...
Except for Reina, would any of this guys be a roster option for a legit UCL team?
