Parsons said it was because Morey wanted to allow Parsons to go ahead and get paid, which is why the Rockets opted out.
Not directed at you, but I think it's hillarious how many people are critisizing Morey for not matching Parsons, instead of lamenting at what a complete bumbling idiot Cuban is for giving a 25 year old best-case 3rd option a mini-max deal.
Really the most plausible explanation I've heard is that it was a 'favor ' to Parson's agent - who's also Howard's agent.
By itself it's just a mistake. At best, a failed attempt to use his RFA status as a bluff to keep his next deal smaller.
