Because they are the poster child for getting good through getting bad.
This will make it more difficult for teams to go from zero stars to one star and more than 2 teams should realize that.

Add PHX to the list too since they own the Lakers pick next year and the new lottery reform makes it more likely that pick will jump to the protected range - maybe the same for Houston.
