I don't think that's accurate. Green was having a very good year up to the Rondo trade (after which he completely went in the tank, but can you blame him when the team broadcast to the world that he was as good as gone?) and Rondo was hardly dogging it (the efficiency issues were obviously not effort related given his continuing struggles in Dallas and his contract year motivation) - the guy was leading the league in assists and putting up triple doubles.
The Ainge quote refers to clearing out veteran leaders to make room for young guys to take on a leadership role and take ownership of the team.
Rondo was just all around awful the past two seasons. Last year he played abominable basketball and this year he was clearly stat padding rebounds and assists while just proving how terrible of an offensive weapon he truly is. Some of that is effort related, some of it is just his lack of ability offensively.
I think Rondo and Green simply didn't take any ownership, for their flaws, or the fact that they were playing lazy and uninspired ball, but in Green's defense, he's basically always been that guy. These guys weren't executing or even attempting to execute Coach Stevens strategies with half the effort that Bradley, Smart and Crowder have been.
They were guys going through the motions and Ainge sold them off for chips. It is what it is. History is history. I appreciate Ainge for putting a little whiff of the truth out there and I'm happy the team has finally moved on and committed to these young players.
