Judging from my last thread to test the water (viewtopic.php?f=10&t=1373193), most people are interested in building a team from scratch through fantasy draft. So - that's the game mode.
You can set your own goals when building the team. It can be any of the following (or both):
1. Build to win now (as in the 2014-2015 season)
2. Build to win in the future (5 year window)
To make things more interesting, I will implement the following elements in the game:
1. You can trade your players after taking them. However, when you make trades, you have to take contracts, salary cap and lux tax lines into account, and hence the 150%, 125% and $5m rule apply. There will be a separate trade thread and I will approve the trades after checking the numbers.
2. Every team will have one first round pick and one second round pick for each of the upcoming NBA draft (up till 2019). If you want to win now, you may wish to package your picks with your players to trade for an upgrade. And vice versa - If you wish to build a team for the future, you can stockpile picks.
3. After every team has drafted the players and completed the trades, I will ask everyone to submit a rank the teams in order. Combining their lists, I will making a playoffs seeding. Everyone will have a chance to vote in every playoffs matchup and determine the eventual champion of the 2014/15 season.
4. If you build the team for the future, no worries - I will ask all of the participants to vote which team is best suited for the future.

At the start of the game, everyone's picks should be of the same value as we build each of our team from scratch. However, as we are in the process of playing the game, some teams may be better than the others, and their picks may have less value as the game goes on.

It depends on how fast the fantasy draft is going. I am envisioning a 12 round draft, and we may do 2 rounds per day. So it takes 6 days for draft.
Then it may take a week or two for us to trades.
And a few days to do the playoffs and write-ups.
All said and done, it should take us 3 weeks to a month.

Both questions are related to contracts so I'll put it in one answer.
The main reason why I want to take contracts into account is hope to the game more interesting. As I suggested in the OP, you may build a team to win now, or to build a team to win in a future. In the latter way, you may take the tanking approach by drafting expiring contracts (and some bad players as well) to guarantee yourself a high lotto pick and also max capspace in the offseason. If the participants stay active, I may even consider continuing this game by including the 2015 NBA draft and 2015 FA market.
And to answer dacheezwhiz's 3 questions, yes Kevin Love can opt out, Saric may potential stay overseas, and if you want to pick Ray Allen (or other current FAs), you can take them by signing them to a vet min contract.

I think TheSuzerain was in charge of the last one. As things stand, I think the game had died. However, I guarantee this game won't as I will put 100% monitoring and commishing it.

Now that you mention it, I think it is better to do 1 round per day for Round 1 to 6 (so that people can have more time to decide and think about the core of their teams). However, starting from Round 7, I will definitely cut it short and make it two rounds per day.
I will definitely set deadline for each pick and will urge everyone to send me the list of players that they want. If they don't I will select the players for them.
As I said, I will keep the game in track and target to finish the game within 3-4 weeks, like every other BAT games.
