It's a foul, but I can tell you why it doesn't get called. The play happens in transition, moving into half court offense, an unusual timing for a turnover. The center official has primary coverage of the play, the trail is still making his way up court.
Moments prior to LeBron making his initial play for the ball Klay and Tristan break the center official's line of sight. As the ball becomes dislodged you then have Delly stepping across the play.
At the point where from our angle Steph's legs are getting taken out the center official has Delly, Steph and Bron stacked up. At this same time the trail official arrives and gets the exact reverse angle (you can draw a straight line official to official and Delly, Steph, and Bron are all on it).
You have the two refs responsible for the play with no depth perception. The lead has the best angle on it, but it's outside of his coverage and his view of the play is also obstructed by multiple players. The crew got caught out of position in an off beat play.
