Definitely validity to your point about the lack of build. I would offer up two contrasting points. One, they've indicated an alliance between her and Nia Jax so while I assume Eva Marie doesn't win the title (haven't read the spoilers) I'm not sure this is the there last match. Second the purpose of building up a match is because you want to see it, you want to see the babyface kick the heel's ass, and they've already got to that point so there's no real point in building this up for a few weeks.
As far as I know, all final NXT decisions are run through Hunter, not Vince. So while WWE may own NXT, I don't think Vince has any actual creative input. The whole idea behind Hunter running NXT was to show that he could run a successful wrestling company without Vince McMahon's micromanaging so that, when Vince either dies or finally steps down, Triple H will have the business chops to prove that the WWE will be in good hands with him and Steph. That would be undermined if Vince was constantly interjecting and forcing creative decisions on Triple H.
So, with that in mind, I think that, if Vince wants something to happen in NXT, he really does have to ask Hunter.
Also, I think that Nia Jax and Bayley will be fighting at the next Takeover. I'm not sure what Nia Jax has done to deserve a title shot, as she's just squashed a few nobodies in mostly boring matches, but I guess since Emma and Dana are busy with Asuka and Bliss just had her shot, Bayley has to fight someone for the title.
No way they give the belt to Eva Marie, though. Full Sail would riot, and not in a good way. It's one thing to draw heat. Good heels are supposed to do that. But Eva Marie's heat isn't the kind that you want. As I've said, a good heel is hated because of what they say and do, not because of their sheer existence. Eva Marie represents everything that NXT fans hate about the Diva's division, and giving her the belt would undermine everything that Hunter and Steph have done to try and raise the bar for women's wrestling in WWE/NXT.
I'm not disagreeing that HHH has essentially full autonomy over NXT and that Vince has never, and probably will never, force creative decisions on him. Because him doing so would have a domino effect that would create all sorts of issues so its very difficult to envision a scenario in which he'd actually do so. Having said that, if for whatever reason he decided that he was going to he still could because its his company. Not a creative decision per se but I'm guessing there have been instances where HHH has wanted to sign a person(s) and he ran into budget issues and Vince has either ok'ed the decision to sign that person(s) or has nixed it.
With both the women's and tag division, I think they're building towards matches at probably the Takeover show during WM weekend and right now all of the participants are going through second-tier challengers until those matches happens. In the tag division, The Mechanics vs Gable and Jordan is the match. And right now each team is being built up by going through these second-tier challengers but those are the teams that are being spotlighted because that's the long term plan. In the women's division Bayley vs Asuka is the long term plan. And right now both of them are going through second-tier challengers, but that's the long-term plan. So I certainly don't think Eva Marie or Nia Jax will win the title but not because it would alienate the crowd but because it blows off the biggest women's match they have and would be, and I mean this in a non-kayfabe sense, bad for business.
